Albay puts up Libyan assistance desk



Albay's OFW Libyan assistance desk operates 24/7

 

Legazpi City – The Albay Provincial Government has set up a Libyan assistance desk tasked to seek and link up the distressed overseas Filipino workers (OFW) from this province in the strife-torn Libya in North Africa with their families back home, help them get out of harm’s way and  bring them safely home.

 

Albay Gov. Joey Salceda said the Libyan desk is tasked to secure, accept and handle information from Albayanos on their relatives working in Libya, establish contacts between them, give feedbacks on their situations, and update them on government initiatives to help secure and enhance their welfare.

 

The Libya desk now operates 24 hours a day at the Albay Provincial Safety and Emergency Management Office (Apsemo) here in Legazpi and at the Albay Embassy Office in Makati, using telephones, mobile phones and the internet through social networking sites like Facebook, designated as I-Libya.

 

Headed by Cedric Daep, Apsemo runs the desk as an emergency operation under the Disaster Risk Reduction principle towards a “Zero Casualty” goal, the same guiding principle Albay now follows in confronting disasters. The desk is now doing a headcount of the Albayano OFWs in Libya, among others.

 

Through the Desk and its I-Libya facilities, Albayanos can  communicate with their OFW relatives in Libya for free through 67 0(6352) - 480-3772, 480-5222, 820-1755 in Legazpi and (632)-877-7672 and 381-31-61in Makati, as well as the  

texting/SMS in both station.

Salceda said beyond the economic contributions of OFW remittances to their families and the general economy, “the Libyan crisis assumes far greater moral burden on my shoulders, with the faces and eyes of these OFWs and their worried families staring at me. I am, thus, taking the extra mile to get them out of harm's way and back to the arms of their loved ones.”

  

He said they now also sponsor daily morning masses at the Albay Cathedral to seek divine intervention. Once out of harm’s way, he added, the Desk will help the OFWs follow up and secure benefits and other assistance from the national government for their repatriation and reintegration, as well as legal help for the recovery of their back salaries and other labor entitlements, aside from assets left behind in the rush to safer grounds.

 

Salceda said they will also relay relevant information on the status of  OFWs to the Department of Foreign Affairs, Department of Labor and Employment, Overseas Workers’ Welfare Administration and the Philippine Overseas Employment Administration, and follow up actions on the status of affected OFWs, and feedback these information to Albay OFWs in Libya and to their families at home.

 

The setting up of the Albay Libyan desk was triggered by a letter Salceda received from a town mate and friend, Salvador Refran who was employed with ADWOC, an oil dredging company in Libya, and who said their company, can no longer help them in their repatriation.

 

The Bicol Regional Development Council (RDC) which Salceda also chairs, has adopted a resolution during its recent full council meeting, asking both chambers of Congress to immediately enact a P750-million emergency supplemental budget for the repatriation of OFWs caught in the armed conflict in four countries in the Middle East.

Legazpi City – Nagtalaga ang Albay Provincial Government ng isang Libyan assistance desk upang tugunan ang mga pangangailangan sa mga imporkasyon at iba pang tulong para sa mga overseas Filipino workers (OFW) na naiipit ngayon sa kaguluhang nagaganap sa bansang Libya sa North Africa.

 

Ayon kay Albay Gov. Joey Salcedam layunin ng Albay Libyan desk ang pag-ugnayin amg mga Albayanong OFW sa Libya at ang kanilang mga pamilya, at ipaalam sa kanila tuwina ang mga hakbang ng pamahalaan para sa kanilang kaligtasan at kapakanan.

 

Umaandar na ngayon amg Libyan 24 oras araw-araw sa Albay Provincial Safety and Emergency Management Office (Apsemo) dito sa Legazpi at sa Albay Embassy Office sa Makati.Gamit nito ang mga telepono, cellphone, at internet social networking sites gaya ng Facebook na bininyagan nilang I-Libya.

 

Sa pamumuno ni Cedric Daep, pinatatakbo ng Apsemo ang Albay Libyan Desk at I-Libya communication facilities nito ayon sa panuntunan ng Emergency Disaster Risk Reduction tungo sa “Zero Casualty goal” na siya ring gabay ng Albay sa pagharap sa hamon ng mga kalamidad na tuwina’y  dumarating, Kasalukuyang bibibilang ng Desk ang mga Albayanong OFW sa Libya.

 

Sa pamamagitan ng Libyan Desk at I-Libya facilities nito, maaaring makipagugnayan ng walang bayad ag mga Albayano sa kanilang mga kamaganak na OFW sa Libya sa telepono bilang          670(6352) 480-3772, 480-5222, 820-1755 sa Legazpi at 0(632)-877-7672 at 381-3161 sa Makati o kaya magtext gamit ang mga cellphone ng dalawang tanggapan.

 

Sa Legazpi City, maaaring makipagugnay kina Cedric Daep, Jukes Nunez, Choi Rianes, Lyn, Susan at Joan. Sa Albay Embassy naman sa Makati, maaaring makipagugnay kina Sheena Santayana, Ronn Petitt, Jonathan Lalo at Zaldy Santillan. Ayon kay Salceda lubhang mabigat ang nararamdaman niyang nakapatong sa kanyang mga balikat dahil parang nakikita niya ang nagmamaka-awang mga mukha at mata ng mga Albayanong OFW at mga pamilya nila na nakatingin sa kanya, kaya naman ginagawa niya ang lahat ng makakaya para maibsan ang kanilang paghighirap ng kalooban.

  

Sa ngayon ay araw-araw na nagpapamisa sa Albay Cathedral dito ang Kapitolyo at sa sandaling mailayo na sa panganib ang mga OFW, tutulungan din silang makuha ang tulong ng pambansang pamahalaan para sa kanilang paguwi sa bansa, bukod pa sa tulong na legal para makuha ang mga sahod at iba pang benipisyo na hindi nila natanggap.

 

 Ayon kay Salceda nakikipagugnayan din sila sa Department of Foreign Affairs, Department of Labor and Employment, Overseas Workers’ Welfare Administration at sa Philippine Overseas Employment Administration.

 

Ang Albay Libyan desk ay itinalaga matapos matanggap ni Salceda ang isang liham mula sa isang kaibigan, si Salvador Refran na empleyado ng ADWOC, isang oil dredging company sa Libya. Sinabi ni Refran na hindi na sila matutulungan ng ADWOC para makabalik sa Pilipinas.

 

Madiing hiniling din sa Kongreso at Senado ng Bicol Regional Development Council (RDC) na pinamumunuan ni Salceda na agad magpasa ito ng P750-million emergency supplemental budget para sa repatriation ng mga OFWs na naiipit ngayon sa kaguluhang nagaganao sa Libya, Yemen, Bahrain at Tunisia sa Gitnang Silangan.  ###
