“Kung ang malayang lipunan ay hindi kayang iahon ang sandamakmak na pupugak-pugak sa dagat ng kahirapan, hindi nito maililigtas ang iilang nalulunod sa umaalingasaw na kayamanan.” Ito ang tinuran ni John F. Kennedy,  ika-tatlumput limang pangulo ng Estados Unidos sa kanyang inaugural address noong a-bente ng Enero 1961.

Tumbok-na-tumbok ang mga katagang ito ang sitwasyon noon, tumbok-na-tumbok pa rin ang mga ito ang sitwasyon ngayon. Sitwasyong nangyayari hindi lamang sa Estados Unidos, bagkus, talamak sa buong mundo. Noon, ngayon, at kung hindi magbabago ang mga Ganid, Manhid, at Abusado sa anumang pamahalaan, magpakailanman.

Malamang, ang naturang wisdom ay hindi naulinigan ng mga Egyptians. Bakit? Aba’y bukod kay Hosni Mubarak, lahat ng kanyang mga TUTA pati na mga KUTING ay nangamkam din ng nakakabaliw na MANNA. Resulta? Sandamakmak sa kanilang mga kalahi ang pupugak-pugak sa dagat ng kahirapan. Pero masuwerte pa rin ang mga Egyptians (sa mga umaapi sa kanila) kaysa sa atin. Bakit? Kahit sila’y naghihirap, kaya pa nilang umupa ng mga alilang Pinoy, na di hamak na mas naghihirap.

Hindi nagkakalayo ang sitwasyon sa mga Bansang Egypt, Tunisia, Yemen, Bahrain, at Libya. Hindi din malayong mangyari na may iba pang mga bansa na susunod kagaya ng Jordan at Saudi Arabia. Handa na kaya ang ating mga kinauukulan sakaling ito ay mangyayari?

Ang sundot-sagad (bottom line), kapwa Pinoy, magkaiba man ang lahi, timbang, taas, amoy, kulay, kultura, at iba pa, lahat ng tao ay iisa ang mithiin at adhikain. Ang maging malaya. At, kaakibat ng kalayaang iyan ang KARANGALAN, KATOTOHANAN, KATARUNGAN, MAKATAO, at KAPAKINABANGAN para sa bayan, sa isip, sa salita at sa gawa.

Angkop-na-angkop, para sa lahat ng lahi – noon, ngayon, at magpakailanman – ang nakasaad sa deklarasyon ng kasarinlan ng mga Amerikano: “Aming pinanghahawakan ang hindi mapasusubaliang katotohanan na lahat ng tao ay nilikha na pantay-pantay. Na sila’y biniyayaan ng Dakilang Lumikha ng hindi masasadkaang mga karapatan, at ilan dito ay BUHAY, KALAYAAN, at ANG PAGHAHANAP NG KALILIGAYAHAN….  

Samantala, bumalik muna tayo sa loob ng ating bansa, kapwa Pinoy, baka madamay pa o kaya’y maipit pa tayo sa kanilang gulo.

Naturingan na malaya ang ating bansa. Ngunit, huwag tayong paguguyo at hanggang turing lang ito. Kagaya nga nang nabanggit ko na, may mga batayan para maituturing na talagang malaya ang isang bansa. Hindi lamang kalayaan sa pamamahayag o kalayaang magsalita, ang mga batayang ito. 

Hangga’t hindi gumagana ng husto ang Office of the Ombudsman, COA, MGA KORTE, AFP, PNP, KONGRESO, at iba pang ahensiya, dahil sila ay mistulang mga NASUHULAN, NANGHINGI NG SUHOL, TINAKOT  O NAGPATAKOT, O KASABWAT SA PANDARAMBONG SA BAYAN, o all of the above, hindi pa natin masasabing ang ating bansa ay ganap nga na malaya.

Babala sa mga haharang-harang sa paghahanap ng katotohanan sa kongreso: kaya hindi pa dumating ang Pinas sa kahalintulad na situwasyon ng bansang Libya, ay dahil umaasa pa rin ang mga Pinoy na gumana ng tama ang proseso. Kaya kung puwede lang, huwag na sana silang maligalig. 

Unsolicited advice kay Pinoy: bukod kay Heidi Mendoza, marami pa tayong mga materyales puwertes na KAPAKI-PAKINABANG para sa sambayanang Pinoy, katulad nina Gen. Danny Lim, Jun Lozada, Col. Querubin, Amba Roy Seneres, Atty. Alan Paguia, at marami pang iba.

POSIBLE nga na ang sinabi ni Senador Bongbong Marcos, anak ng pinatalsik na pangulong Ferdinand Edralin Marcos noong “People Power/Edsa 1986.” Tandang-tanda ko pa na ang isang minimum wage earner noon ay kayang-kayang iupa ng isang apartment at buhayin ng matiwasay ang kanyang pamilya. Sa ngayon, upa pa lang ng isang apartment ‘di na kasya ang sahod ng minimum wage earner. Para mas klaro, ang upa ng apartment noon ay mas mababa pa kaysa pambayad sa tubig sa kasalukuyang panahon, na kunsumo ng katulad na apartment.

POSIBLE ding nangyari ang sinabi ni PNoy, sa kanyang talumpati sa pagdiriwang ng EDSA 86’, na nagka-civil war sa ating lupang hinirang kung hindi nagka EDSA 86’. Sobra na kasi abusado noon ang mga PC, Pulis, at Militar na mga nagpaka-tuta para kumita, sa mga taong makapaligid kay Marcos. Not necessarily Marcos himself. Napatunayan iyan ng hindi niya inaprubahan ang pagsusumamo… “parang awa na ninyo Sir, pumayag na kayong bombahin ang mga demonstrador sa Edsa…” ni Gen. Fabian Ver. Mahina na si Marcos ng mga panahong iyon, hindi na niya kontrolado ang mga buwayang kanyang nilikha at ang mga buwayang ito at may kanya-kanya na ring tribo. Ang mga tribong ito ay mistulang mga buwitreng aali-aligid sa nanghinina na nilang amo, naghihintay ng tamang tiyempo upang sagpangin kanyang trono. Kaya sila-sila din ay nagkakagulo. Kanya-kanya silang balyahan, sikuhan, at gulangan.

KATOTOHANAN? Kung ang mga nabanggit ay mga posibilidad lamang, ang nadudumilat na katotohahan ay NAPAKO ANG MGA PANGAKO NG EDSA.

TOTOO niyan, hindi lamang mga pangako ng EDSA ang napako. Ang iba pang pangako? Ano-anong mga pangako?

PANGARAP PINOY, ipinagkait noong panahon nina Gat Jose Rizal at Gat Andres Bonifacio. Nagkakuwarta at umunlad ang mga naluklok sa puwesto, inisahan at ipinagkanulo ang sambayanang Pilipino. 

Ipinagkait din ito noong panahon nina pangulong Manuel Quezon. “I would rather have a Philippines run like hell by Filipinos, than a Philippines run like heaven by Americans,” pangalandakan niya. Masunurin naman kanyang mga alipores kaya ayon… sila’y nagsipagyaman ng husto habang naghihirap pa rin ang sambayanang Pilipino. 

BAGONG LIPUNAN ating ding nasubukan. Sa umpisa maganda pero kalaunan tayo’y nadisgrasya na naman. Mga tuta na pagkagahaman ay ‘di maiwaksi sa isipan sobrang nagsipagyaman habang ang kawawang si Juan ay lugmok pa rin sa kahirapan.

ENTRA SI EDSA. Magkaisa anila, at magsamasama. Kapit kamay sa bagong pag-asa. Pag-asa lang pala ng mga BUWITRE’T  BUWAYA. Si Juan? Ay siya… lalong nasadlak sa dusa. 
ERAP RESIGN, anila. Kurap iyang si Erap. May GLORIA ang buhay natin, ang sabi nila, kay Gloria. Buhay lang pala nila ang may GLORIA. Lalong naging GARAPAL ang NAKAWAN sa kaban ng bayan. Tagumpay nilang nasungkit nakuha ang trono, NO.1 KAWATAN sa buong Asya ang pamahalaang Arroyo. Mga tuta at kuting pa rin ang mga nagtamasa at nagpakasasa sa PASALUBONG, PABAON, AT PABUYA! Hindi lamang sa AFP mayroon ng mga nabanggit, kapwa Pinoy. Talamak ang katiwalian sa halos lahat ng ahensiya ng pamahalaan.

Nabalitaan na ba ninyo ang sistema ng kota? Kung saan ang mga sekwataryo ay may kotang ihahatag kay big Boy kung gusto nilang mapapuwesto at manatili sa puwesto? Hindi nga ba’t inatasan pa nga ni noon ay NEDA Secretary Romulo Neri ang kanyang ayudanteng si Jun Lozada na: “moderate their greed,” at baka bumukol – at sila’y MABUBUKO?

Ang PANGARAP PINOY ay simple po lamang. Ito ay matatagpuan sa ating mga naging salaging batas noong 1899 (Malolos Constitution), 1935, 1973, at 1987 Constitution. Halos magkakahalintulad lamang po ang mga ito, na nakasaad sa “Preamble.” Ito po ang buod:

Kami, ang makapangyarihang sambayanang Filipino, sa gabay ng Dakilang Lumikha, makapagtatag ng isang makatarungan at makataong lipunan at makapagbuo ng pamahalaan na magsusulong ng mga mithiin at adhikain ng sambayanan, magtataguyod ng kabutihan para sa lahat, mangangalaga at magpapaunlad ng likas na yaman, at ng makamtan para sa mga sarili at sa susunod na salinlahi ang biyaya ng kalayaan at demokrasya sa ilalim ng makatarungang pamamahala at rehimen ng katotohanan, katarungan, kalayaan, pagmamahalan, pagkapantay-pantay, at kapayapaan.

Matagal nang ipinagkakait ang simpleng pangarap na ito sa sambayanang Filipino at patuloy itong ipagkakait, kapwa Pinoy, kung hindi ipaggigiitan ng bawat isa na ito’y maisakatuparan. Kung sa papanong pamamaraan, iyan ang dapat pag-isipan ng bawat isa. Ano ang masasabi at nararapat mong gawin? Tatahimik ka na lamang ba at ipapasa-diyos ang lahat? Mag-aantay ka na lamang ba na silang sumasalaula sa bayan ay buweltahan ng karma? Wala ka bang pakialam sa lipunang iyong ginagalawan? Nakikinabang ka ba sa nakukulimbat kaya’t ‘di ka makakibo? Ipagbibili mo parin ba ang iyong boto? Ilan lamang ito sa mga katanungang dapat isaalang-alang.

TALIWAS sa palusot ng DFA at OWWA sa mga nakaraang araw na sa kamay ng mga pribadong recruitment agency nakasalalay ang paglikas sa mga kapwa Pinoy sa Libya, Bahrain, at Yemen, o saan mang lupalop ng mundo, sa ora de peligro, narito ang patunay na sila’y sandamakmak na sinungaling (maari ding hindi nila alam kanilang trabaho): 

REPUBLIC ACT NO. 8042 – June 7, 1995 Omnibus Rules and Regulations Implementing The Migrant Workers and Overseas Filipinos Act of 1995;

Sec. 56. Emergency Repatriation. - The OWWA, in coordination with DFA, and in appropriate situations, with international agencies, shall undertake the repatriation of workers in cases of war, epidemic, disasters or calamities, natural or man-made, and other similar events without prejudice to reimbursement by the responsible principal or agency within sixty (60) days of notice. In such case, POEA will simultaneously identify and give notice to the agencies concerned;

Sec. 59. Emergency Repatriation Fund. - When repatriation becomes immediate and necessary, the OWWA shall advance the needed costs from the Emergency Repatriation Fund without prejudice to reimbursement by the deploying agency and/or principal, or the worker in appropriate cases. Simultaneously, the POEA shall ask the concerned agency to work towards reimbursement of costs advanced by the OWWA. In cases where the cost of repatriation shall exceed One Hundred Million (P100,000,000.00) Pesos, the OWWA shall make representation with the Office of the President for immediate funding in excess of said amount.

At upang masiguro na ang daloy ng impormasyon ay dumadaluyong –sapagkat sa ganitong sitwasyong buhay ang nakataya ay bawat sandali’y ginto, at bawat kontil-butil na impormasyon ay mahalaga – isang inter-agency committee (SHARED GOVERNMENT INFORMATION SYSTEM FOR MIGRATION) din ang itinatag na kaakibat ng naturang batas.     

Sa pangunguna ng Department of Foreign Affairs, bilang Chairman, ang mga sumusunod: Department of Labor and Employment, as Vice chairman; Department Department of Tourism; Philippine Overseas Employment Administration; Overseas Workers Welfare Administration; Bureau of immigration; National Bureau of investigation; National Statistics Office; at, Commission on Filipinos Overseas ay naatasang bumuo ng master list ng mga OFW’s na may kompletong impormasyon upang maayos, madali, at mabilis silang mailikas sa oras ng pangangailangan at sa ibang pa nilang kapakinabangan.

Deed of donation from Ongs ready

ROXAS City — The deed of donation of a two-hectare land supposedly for the new area of the provincial hospital was already prepared.

With this, the transfer of the Roxas Memorial Provincial Hospital (RMPH) is likely to happen, according to Gov. Victor Tanco.

Tanco earlier thought about transferring RMPH to a wider and more accessible place, as part of improving the provincial government’s health services.
