Baliuag village chief suspended;

barricades hall; is arrested





BALIUAG - Tension gripped Barangay Sta. Barbara here after the suspended village chief here locked himself inside the barangay hall and tried to prevent policemen, who were out to serve a suspension order,  from opening the heavily barricaded door of the building Tuesday afternoon.

 

Barangay Captain Cesar Chico violently resisted Baliuag policemen headed by Supt. Raniel Valones from enforcing an order of Mayor Romy Estrella to remove the barricade at the barangay hall and bring back to normal the affairs at the said barangay hall.

 

On March 14, Mayor Estrella issued a memorandum order imposing a 60-day suspension against Chico after the municipal council unanimously approved Kapasyahan Blg. 15, a Sanggunian Resolution that found Chico guilty for alleged misconduct and abuse of authority.

 

Chico openly defied the mayor's order and the council’s resolution. Chico and his supporters barricaded the barangay hall after the mayor issued the suspension order last March 14.

 

“Halos nagmumukang magulo na sa Sta. Barbara dahil sa ginawa nilang pagbarikada. Patuloy ding sinusuway ni Kapitan Chico ang batas at patuloy din niyang hindi kinikilala ang pagtatalaga bilang nanunungkulang kapitan si senior kagawad Norman Maniego,” Estrella said.

 

Tension flared when Valones and his men, backed up by a platoon from the Provincial Public Safety Management Company started removing the barricade and destroyed the padlocked steel gate of the building using blow torch and bolt cutter.

 

When the sgate was finally opened, commotion ensued inside the hall as the suspended village chief tried to shoved away the lawmen prompting them to handcuffed him and later brought him to the police station. The embattled 'kapitan' and his supporters called the move against as “ political harassment” claiming Chico has violated no laws. Chico also said he will file charges against the Baliuag cops.

 

Valones filed charges of direct assault and usurpation of authority against Chico for violently resisting and preventing lawmen from implementing a lawful order. “Halos dalawang Linggo na nilang isinara ang barangay hall. Ang ating pong kapulisan ay gumaganap lang sa kanilang tungkulin. Nanawagan po kami sa mga mamamayan ng Sta. Barbara na maging mahinahon,” Valones said.
