Whose side is the BSP on?

“FVR & CO. MUST EXPLAIN BINGA PROJECT”: It is the season for whistle-blowing, and it seems everyone who had a hand in running the government in the Philippines, past and present, have become a fair game for whistleblowers, including former President Fidel Valdez Ramos who seems to be the target of some groups complaining he was not so clean after all.

In the Facebook site “Movement for a PACT Government!”, one member, Neng Platon, posted an item about things that President Ramos must allegedly explain on the P3.26 billion peso rehabilitation of the  Binga Hydroelectric Power Plant in Itogon, Benguet.

Platon said that Binga’s contractors failed to rehabilitate it, “leaving the man-made lake in even worse condition than before”, and yet collected billions. The posting of Platon included many other names, among them former National Power Corporation President Guido Delgado, former AFP Logcom chief Brig. Gen. Mario Espina, and one Catalino Tan.

WHOSE SIDE IS THE BSP ON? So, whose interest is the Bangko Sental ng Pilipinas (BSP) really protecting? The government, the public, or the banks and the companies which are involved in credit card transactions? 

I am asking this because news reports are quoting the BSP stand, submitted to the House of Representatives, that it is not about to stop banks and credit card companies from imposing high interest rates on credit card purchases, ranging from 3% to 4.5 % monthly, or a whooping 36% to 54% annually.

The fact is that, despite pretensions to the contrary, the Anti-Usury Law is very much alive and still existing in our statute books, giving no reason for the BSP not to enforce it and stop exhorbitant and usurious interest charges.

If the truth be told, it is my understanding that only a regulation from the then Central Bank of the Philippines suspended the Anti-Usury Law, an act of Congress and duly signed by the President of the Philippines. Can a mere regulation suspend a law?

IS “SUPERMOON” ONE OF THE SIGNS? Scientists have been quick to point out that the “super full moon” that the world witnessed during the last weekend, where the full moon appeared much, much bigger than ordinary full moons at some other time for the last 18 years, did not have anything to do with the Japan 9.0 earthquake and tsunami last March 11.

Yeah? While scientists were merely speculating in their clarification, the Holy Bible, in its Matthew 24:22, 25, as quoted above, is more authoritative. As the end of time nears, signs and wonders from the sky, including from the moon, will appear, as Jesus warned. Is the “super full moon” one of the signs?

Kanino ba panig ang BSP?


INSPIRASYON SA BUHAY: “…Sapagkat ito na ang panahon ng pagpapataw ng parusa upang bigyang katuparan ang lahat ng isinulat… Magkakaroon ng mga tanda sa araw, buwan at mga bituin…” (Mateo 21: 22, 25, Bibliya).

“FVR & CO DAPAT MAGPALIWANAG SA BINGA PROJECT”: Panahon talaga ng pagbubunyag, at tila lahat ng nagkaroon ng pagkakataong mamahala sa gobyerno sa Pilipinas, ke noong nakalipas o sa kasalukuyan, ay pinupuntirya ng mga nagbubunyag, kasama na si dating Pangulong Fidel Valdez Ramos na inerereklamo ng ilang grupo na hindi rin daw pala naging malinis.

Sa Facebook site na “Movement for a PACT Government!”, ang isang kasapi nito, si Neng Platon, ay naglabas ng isang artikulo ukol sa mga bagay na diumano ay dapat ipaliwanag ng Pangulong Ramos sa P3.26 bilyong pisong pagsasa-ayos dapat ng Binga Hydroelectric Power Plant sa Itogon, Benguet.

Ayon kay Platon, hindi nagawang ayusin ang Binga, “bagkus, iniwanan lamang nila ito sa mas malalang kondisyon kaysa sa dati” bagamat kumulekta diumano ng bilyon. Ang inilabas ni Platon ay naglaman din ng iba pang mga pangalan, gaya ni dating National Power Corp. President Guido Delgado, dating AFP Logcom chief Brig. Gen. Mario Espina, at isang Catalino Tan.

KANINO BA PANIG ANG BSP? Kaninong interest ba talaga ang kinakatigan ng Bangko Sentral ng Pilipinas (BSP)? Sa gobyerno ba, o sa publiko, o sa mga bangko at mga kompanyang sangkot sa credit card transactions?
Tinatanong ko ito kasi may mga balita na sinabihan daw ng BSP ang House of Representatives na hindi nito nais pigilin ang mga bangko at mga credit card companies na maningil ng mataas ng interest sa mga gumagamit ng credit card sa kanilang bayarin, mula 3% hanggang 4.5%, o 36% at 54% taon-taon.
Sa totoo lang, buhay na buhay ang Anti-Usury Law bilang batas sa ating bansa, kaya walang dahilan dapat ang BSP na hindi ito ipatupad, at pigilin ang paniningil ng matataas na interest.
Kung katotohanan din lamang ang palilitawin, isang regulasyon lamang mula sa dating Central Bank of the Philippines ang nagpatigil sa Anti-Usury Law, na isang batas mula sa Kongreso at pirmado ng Pangulo ng Pilipinas. Kaya bang suspendihin ng isang regulasyon lamang ang isang batas?

ISA BA SA TANDA ANG “SUPERMOON”? Naging mabilis ang mga siyentipiko sa pagsasabing ang “super full moon” na nasaksihan ng buong mundo noong Sabado---kung saan sobrang laki ang buwan sa kanyang full moon kumpara sa itsura nito sa nakaraang 18 taon---ay walang kinalaman sa 9.0 na lindol at tsunami sa Japan noong Marso 11.

Oh? Bagamat nanghuhula lamang ang mga siyentipikong ito, ang Banal na Bibliya, sa kanyang Mateo 24:22, 25, gaya ng nakasulat sa taas, ay mas sigurado---habang papalapit na ang wakas ng mundo, may mga tanda na lilitaw mula sa langit, kasama na ang buwan, gaya ng sinabi ni Jesus. Ang “supermoon” ba ay isa sa mga tanda?
