Abolish PNP?

ABOLISH PNP? The announcement made by top officials of the Philippine National Police (PNP) that Abu Sayyaf terrorists are getting out of Mindanao and transferring to urban centers like Metro Manila and Cebu is really very scary, attempts by the PNP to  downplay this “migration” notwithstanding.

Consider this: if, as the PNP claims, Abu Sayyaf members have engaged with impunity in kidnapping, murder and other criminal acts in their original lairs in the South, they would certainly be doing the same things in Metro Manila, in Cebu, and in the other places where, the PNP proclaimed, they have already transferred.

The problem is that, the PNP appears very helpless in arresting Abu Sayyaf members and in stopping their nefarious activities, so that it could not really do anything to help our countrymen now. Maybe it is time to review the Constitution and the law that created the PNP, with the end in view of either abolishing the PNP or putting it under the AFP?

SANDIGANBAYAN HITS DISTORTIONS RE: GARCIA DEAL: For whatever it is worth, I am reproducing here portions of the Sandiganbayan resolution approving the plea bargaining deal between the Ombudsman and former AFP comptroller Maj. Gen. Carlos Garcia, already published in some newspapers, which might help our readers understand why the graft court acted the way it did:

“From the altered and baseless comments on the true facts and circumstances of the plea bargaining agreement, public opinion snowballed. While the court is used to be[ing] at the center of conflicting interests, and to be the object of criticism from losing parties, we have never seen such distortions and prevarications of the facts from people who are expected to be sentinels of the rule of law…

“No matter how noble and justifiable the dissent, it must not prevail over the ultimate responsibility of the court to interpret the law according to the facts presented before it…

“We must not be swayed by a public opinion which, no matter how valid and sincere the sentiments may be, is expressed in terms of emotions, if not, from a limited perception and shallow appreciation of the facts…” President Aquino, Justice Secretary Leila De Lima, are you listening?

CHRISTIANS MUST PREACH THE WORD: Many people who claim they belong to the Christian faith are actually unaware that a big part of Christianity should be devoted to preaching the Word of God found in the Bible. This is an obligation which Jesus Christ Himself imposed upon His followers.

“…Therefore go and make disciples of all nations… teaching them to obey everything I have commanded you,” Jesus said in Matthew 28:20. Paul firmed this up later in 2 Timothy 4:1-2, by saying “In the presence of God and of Christ Jesus… I give you this charge: Preach the Word…”

Buwagin ang PNP?

INSPIRASYON SA BUHAY: “…Kung ang kapatid mo ay nagkasala, ipaliwanag mo sa kanya ang kanyang kasalanan, ng kayong dalawa lamang ang nag-uusap. Kung makikinig siya sa iyo, nabigyan mo siya ng kaligtasan…” (si Jesus, sa Mateo 18:15, Bibliya).

BUWAGIN ANG PNP? Nakakatakot talaga ang balitang ang matataas na opisyales mismo ng Philippine National Police (PNP) ang naglabas, bagamat pinipilit nilang maliitin ito: diumano, ang mga teroristang Abu Sayyaf ay lumalabas na sa Mindanao at tumutungo na sa mga kalunsurang gaya ng Metro Manila at Cebu.

Tingnan ninyo: kung totoo nga, gaya ng sinasabi ng PNP, na ang mga Abu Sayyaf ay nangingidnap, pumapatay at gumagawa ng iba pang mga krimen sa Mindanao, siguradong gagawin din nila ito sa Metro Manila, sa Cebu, at sa lahat ng lugar kung saan, ayon na rin sa PNP, nakalipat na sila.

Ang problema lamang, tila walang magawa ang PNP upang arestuhin ang mga Abu Sayyaf at pigilin ang kanilang kriminalidad, kaya kawawa naman ang ating mga kababayan. Marahil, panahon na upang repasuhin ang Konstitusyon at ang batas na naglalang sa PNP upang silipin kung puwede na itong buwagin o ilagay sa ilalim ng AFP?

SANDIGANBAYAN, PINUNA ANG MGA BATIKOS SA GARCIA DEAL: Sa ikababatid ng lahat, ilalabas ko dito ang mga bahagi ng Sandiganbayan decision na kumatig sa plea bargaining deal sa pagitan ng Ombudsman at ni dating AFP comptroller Maj. Gen. Carlos Garcia, na lumabas na sa mga diyaryo pero pupuwedeng magpaliwanag sa naging pagkilos ng hukuman:

 “Mula sa mga binaligtad at walang batayang mga komento sa mga tunay na pangyayari ukol sa plea bargaining agreement, lumaki ang opinyon ng publiko. Bagamat nasanay na ang hukuman na nasa sentro ng mga nagbabanggaang interes, at maging tampulan ng batikos ng mga natatalong litigante, hindi pa namin nakita ang mga kasinungalingang ngayon ay inilabas ng mga taong inaasahan pa naman naming magiging tagapagtanggol ng batas…

“Kahit gaano kahusay at katindi ang mga pagtutol, hindi ito dapat mamayani sa tungkulin ng hukuman na sabihin kung ano ang batas ayon sa mga pangyayaring naiparating dito…

“Di tayo dapat sumasayaw sa tugtog ng opinyon ng publiko, na bagamat tapat at tila may batayan, ay nakasingkaw naman sa emosyon lamang, o di kaya ay sa limitadong pananaw at mababaw na pagtingin sa mga kaganapan…” Pangulong Aquino, Justice Secretary Leila De Lima, nakikinig po ba kayo?

MGA KRISTIYANO, DAPAT IPANGARAL ANG SALITA: Maraming mga tao na nagsasabing kabilang sila sa pananampalatayang Kristiyano ay totoo namang hindi nakakaalam na ang malaking bahagi ng pagiging Kristiyano ay dapat nakatuon sa pangangaral at pagpapakalat ng Salita ng Diyos sa Bibliya. Ito ay isang obligasyong si Kristo Jesus mismo ang nagtatag.

“…Kung ganoon, humayo kayo at gawin ninyong alagad ang lahat ng mga bansa… at ituro ninyo sa kanila ang lahat ng iniutos ko sa inyo,” ayon kay Jesus sa Mateo 28:20. Pinatatag lalo ito ni Pablo sa 2 Timoteo 4:1-2, sa pagsasabing “Sa harap ng Diyos at ni Kristo Jesus…inaatasan kita: ipangaral mo ang Salita…”
