Frank Chavez: God-fearing, hating dishonest gain

FRANK CHAVEZ, GOD-FEARING, HATING DISHONEST GAIN: Of all the names already submitted to the Judicial and Bar Council for nomination as Ombudsman, I am sure that the name of Frank Chavez, former solicitor general, will stand out and be a cut above the rest. 

Not because of the whistleblower’s group nomination for him, not because he has by himself initiated countless Supreme Court and Ombudsman cases to fight graft and corruption and plunder, not because he led in the fight against the Marcos and Arroyo regimes, but because Frank Chavez is a man who fears God and who hates  dishonest gain.

I say this with conviction, and based on my personal association with him. In 1986, after the successful EDSA Revolution which installed Cory Aquino to the presidency, when he was already being asked by the first President Aquino what position he desired from the first Aquino government, Frank’s answer shocked, but extremely pleased, Cory.

Chavez said: “Madam President, give the juicy positions to the others. Please allow me to serve God and our country and its people by being in a position to be of service to government.” Cory appointed him solicitor general outright.

QUESTIONS FOR CHIT ESTELLA ACCIDENT: How come it is taking ages for police investigators to check on the identities of the drivers of the two---not one, as earlier reports indicated---bus drivers who bumped the taxi where veteran journalist Lourdes “Chit” Estella Simbulan was riding in at the time of the accident that killer her?

Why did not the investigators simply go to the terminals of the buses and check on the drivers’ identities with the owners? And, how come earlier police reports failed to include the fact that there was a bus which hit Chit’s taxi first before it was fatally hit again, for the second time, by a second bus?

Then, how come there is no report at all about the driver of the taxi where Chit met her death? Who is this driver? What is his version of the incident? Why these seeming discrepancies and incompetent investigation?

“CHARITY BEGINS AT HOME” IS BIBLICAL: Among us Filipinos, it is a matter of national character to say “charity begins at home”, which means we should always endeavor to help, first, our family, and then those nearest to us. This trait is of course Biblical.

“So then, while we have the opportunity, let us do good to all, but especially to those who belong to the family of the faith,” the Bible says in Galatians 5:10. The reason for doing good is found in Galatians 5:9: “Let us not grow tired of doing good, for in due time, we shall reap our harvest, if we do not give up…”

Frank Chavez: may takot sa Diyos, galit sa tiwali


INSPIRASYON SA BUHAY: “…Sapagkat kay Kristo Jesus, hindi mahalaga ang pagiging tuli, o hindi pagiging tuli, kundi iyong lamang pananampalatayang nagpapakita ng pag-ibig…” (Galacia 5:6, Bibliya).

FRANK CHAVEZ, MAY TAKOT SA DIYOS, GALIT SA TIWALING KITA: Sa lahat ng mga pangalang naisumite na sa Judicial and Bar Council upang ikonsidera bilang kahaliling Ombudsman, naniniwala akong nasa unahan ng listahan ang pangalang Frank Chavez, ang dating solicitor general.

Hindi ito dahil nominado siya ng isang malaking grupo ng mga taong tumetestigo laban sa katiwalian, at hindi dahil nakapagsampa na siya ng di-mabilang na mga kaso sa Supreme Court at Ombudsman upang labanan ang tiwali at korapsiyon at pandarambong, hindi dahil nanguna siya sa paglaban kina Marcos at Arroyo, kundi dahil si Chavez ay may takot sa Diyos at galit siya sa tiwaling kita.

Sinasabi ko ito ng buong taimtim, at batay sa aking sariling kaalaman. Noong 1986, matapos mailuklok si Cory Aquino bilang pangulo pagkatapos ng matagumpay na EDSA Revolution, tinanong si Frank ng unang Pangulong Aquino kung ano ang posisyong nais niya mula sa unang Arquino government. Ang sagot ni Frank ay gumulat, at labis na ikinasiya, ni Cory.

Sinabi ni Chavez: “Madam President, ibigay na po ninyo sa iba ang mga magagandang posisyon. Payagan po sana ninyo akong maglingkod sa Diyos, sa bayan at sa sambayanan, sa isang posisyon sa gobyerno.” Noon din, ninombrahan ni Cory si Frank bilang solicitor general.

MGA TANONG SA CHIT ESTELLA ACCIDENT: Bakit naman tila nagtatagal ang mga imbestigador na pulis sa pag-alam kung ano ang pangalan ng dalawang drayber ng dalawang bus---hindi isang bus lang, tulad ng naunang mga ulat---na bumangga sa taksing sinasakyan ng beteranong mamamahayag na si Lourdes “Chit” Estella Simbulan, at kumitil sa kanyang buhay?

Bakit hindi na lamang nagtungo ang mga imbestigador sa terminal ng dalawang bus na ito at doon kinuha ang pangalan ng mga drayber? At, bakit hindi nasama sa unang ulat ng mga pulis na mayroon palang bus na nauna ng bumangga sa taksi ni Chit bago ito binangga ng mas matindi ng pangalawang bus?

Tapos, bakit walang ulat man lamang ukol sa drayber naman ng taxi kung saan namatay si Chit? Sino itong drayber na ito? Ano naman ang kuwento niya sa aksidente? Bakit tila yata may problema sa imbestigasyon sa kaso?

PAGTULONG SA PAMILYA, NASA BIBLIYA: Sa ating mga Pilipino, pambansang karakter na natin ang pagsasabing “ang pagiging matulungin ay nag-uumpisa sa ating mga tahanan”---charity begins at home, ika nga. Ibig sabihin nito, kailangang tumulong tayo sa ating mga pamilya at sa mga malalapit sa atin. Ito pala ay nasa Bibliya.

“Kaya naman, habang nakakayanan pa natin at mayroon tayong pagkakataon, gawan natin ng mabuti ang lahat, lalo na sa mga kasama natin sa pananampalataya,” ayon sa Bibliya sa Galacia 5:10. Ang dahilan ay makikita naman sa Galacia 5:9: “Huwag tayong manghina sa paggawa ng mabuti, sapagkat sa tamang panahon, tayo ay gagantimpalaan, kung hindi tayo manghihinawa…”
