ABAD’S PROPOSAL RE: VETERANS’ PAY CALLOUS: Callous, and a product of an ingrate mind. That’s how I view the proposal of Budget Secretary Florencio B. Abad for the Aquino government to simply write off, and not pay anymore, billions of pesos in unpaid pensions for thousands of aged and ageing military retirees and veterans. 

Yes, there is a growing scarcity of government funds, and yes, there is a need to utilize whatever money is available in government coffers for other “more productive” purposes.

IS THIS THE WAY TO TREAT OUR VETERANS? But, if our veterans and retirees are not paid the pensions that should have been paid to them in previous years, how would they be able to pay the people who lent them money during the times their pensions were not being paid? Surely, these unpaid creditors will no longer lend to veterans and retirees henceforth.

And if their unpaid creditors would no longer be giving them new loans, secured by their pensions, how could our veterans and retirees, who are now too old and too feeble to even move around and work for a living, continue living? Is this the way to treat them? Or, do we want to simply hasten their departure from this world?

REDUCE PORK BARREL AND INTEL FUNDS: What Abad and the Aquino government should do is to come up with a system whereby pork barrel allocations for Malacanang and other government agencies, and for our lawmakers, are scaled down, and the money saved is set aside for the unpaid and accruing pensions of veterans and retirees.

And then, the intelligence and other discretionary funds of various government officials should be scaled down likewise, for the same purpose. What is more, Abad should endeavor to minimize corruption in government, bring it down from the conceded present rate of 40% of the annual budget. That alone would bring in a lot of money (P1.4 trillion times 40% is a whooping P560 billion)!

MILITARY MEN MUST NOW CONTRIBUTE TO A PENSION FUND: Abad cannot use as an excuse the fact that military personnel and other uniformed men are not contributing anything to a pension fund---there is some wisdom in this, considering that military men perform a more dangerous job for the entire Filipino nation.

However, it can be explained to them that, considering the present precarious financial and economic condition of the country, there maybe a need for more sacrifices, especially from the military sector whose rank and file members have already sacrificed a lot, and I am sure they will understand if they are made to shell out a few pesos from their monthly salaries for their retirement.

Beterano: ito ba ang dapat itrato sa kanila?

INSPIRASYON SA BUHAY: “… Makinig ka sa payo at tanggapin mo ang disiplina, at sa huli ay ituturing kang matalino. Marami ang panukala sa puso ng tao, subalit tanging ang layunin ng Diyos ang mamamayani…” (Kawikaan 19:20-21, Bibliya).

PANUKALA NI ABAD SA VETERANS’ PAY, MASAMA: Walang pakundangan, at walang utang na loob. Ito sa aking tingin ang katayuan ng panukala ni Budget Secretary Florencio B. Abad na kalimutan na lang at huwag ng bayaran ng gobyernong Aquino ang bilyon-bilyong pisong pension benefits na utang sa mga matatanda at tumatanda ng mga retirado at beterano ng militar.

Oo nga at halos wala ng pondo ang gobyerno, at ganundin, kailangan ngang  gamitin ang anumang natitirang pera ng gobyerno para sa mga “mas produktibong” mga gawain sa pamahalaan.

GANITO BA DAPAT ANG TRATO SA MGA BETERANO? Pero, kung hindi naman mababayaran ang mga beterano at retirado ng mga pensiyon na hindi nila nakuha noon, papaano naman nilang mababayaran din ang mga nagpautang sa kanila  noong wala silang pensiyon? Pag nagkaganito, ang mga di nababayarang pinagkakautangan ng mga beterano ay hindi na magpapatuloy sa pagpapahiram sa kanila.

At kung hindi na makakautang pa ang mga retirado at mga beterano, na dahil  sa katandaan at kahinaan ay ni hindi na makakilos upang maghanap-buhay, papaano pa sila mabubuhay? Ganito ba dapat ang itrato natin sa kanila? O, talagang gusto na natin silang maalis sa mundong ito?

BAWASAN ANG PORK BARREL AT INTEL FUNDS: Ang dapat gawin ni Abad at ng gobyernong Aquino ay ito: babaan dapat nila ang mga pork barrel allocations ng Malacanang at iba pang ahensiya ng gobyerno, at maging ng mga mambabatas, upang ang matitipid na pera ay magamit para sa mga di-nababayarang pensiyon, kasama na din ang buwan-buwang dapat tanggapin ng bawat beterano.

Tapos, babaan din dapat ang mga intelligence at iba pang discretionary funds ng mga ahensiya at opisyales ng gobyerno. Ganundin, kailangang kumilos si Abad upang maibaba ang korapsiyon sa gobyerno, mula sa sinasabing 40% ng taunang budget (40% ng P1.4 trilyon budget sa 2012 ay tumataginting na P560 bilyon)!

MILITAR, DAPAT NG MAG-KONTRIBUSYON SA PENSION FUND: At hindi rin dapat ginagamit ni Abad ang dahilan na ang mga nasa militar at ibang unipormadong mga tauhan ng gobyerno ay hindi nagko-kontribusyon para sa sarili nilang pension fund---may talino sa sistemang ito kasi, ang mga naka-unipormeng mga kawal ay may mas delikadong gawain para sa sambayanan.

Kaya lang, maaari naman marahil na maipaliwanag sa kanila na, dahil sa laganap na kahirapan ng ekonomiya sa ngayon, may pangangailangan sa dagdag na sakripisyo, lalo na sektor ng militar na dati ng nagsasakripisyo, kung saan dapat na silang magkontribusyon din para sa matatanggap nila sa sandali ng pagreretiro.

PAGPAPALA NG DIYOS, IKA-LIMANG BAHAGI: Ayon sa Deuteronomio 28:1-14 ng Bibliya, may pabor ang Diyos sa mga nakikinig at sumusunod sa Kanya: “Bubuksan ng Diyos ang kalangitan, ang imbakan ng Kanyang mga pagpapala, upang isugo ang ulan sa kapanahunan at pagpalain ang lahat ng gawa ng inyong mga kamay…”
