SC WARNING VS. ARMM OIC APPOINTEES: The warning by Court Administrator Jose Midas Marquez, who is also the spokesman of the Supreme Court, is correct: the Aquino government must not appoint, yet, any officers-in-charge at the Autonomous Region in Muslim Mindanao (ARMM) even if the tribunal already upheld the constitutionality of the postponement of the ARMM elections for 2013.

The government must wait until the Supreme Court’s decision shall have attained finality---which means to say, a copy of its decision must have been furnished all the parties therein and that, within a period of 15 days from such receipt, nobody filed a motion for reconsideration.

RULES ON FINALITY OF SC DECISIONS: If any of the parties to the case will have filed a motion for reconsideration in the meantime, the decision upholding the constitutionality of the ARMM elections’ postponement to 2013 cannot be considered final and could not, therefore, be implemented yet, including the appointment of officers-in-charge for the region. Clear enough?

It should be, but then the real question is: how long is the Supreme Court mandated to rule on a motion for reconsideration of its decisions? There is no fixed period in the Constitution and in any law. The length of time to resolve a motion for reconsideration is left to the discretion of the Court. And we are not even talking here of a second motion for reconsideration!

GOD’S CURSES OF MADNESS, CONFUSION OF MIND, NOW WITH PINOYS: Another head of the family went on a killing rampage in our country, just days after a Cebu-based former seaman killed his wife, their three children, and their maid before killing himself in a southern Cebu neighborhood. 

This time, the killing took place in Tondo, Manila, with the head of the family, a dismissed police officer, shooting to death his mother after failing to kill his wife and children. Then, in Bgy. Baluno, Zamboanga City, a drunken 28 year old grandson, Reneboy Francisco, strangled to death his bedridden grandfather, Pastor Muyco, 82, for no apparent reason at all.

What is happening to our country? Simple. Filipinos are suffering God’s curses of madness and confusion of the mind, occasioned by our collective refusal to really listen to, and sincerely obey, God. See Deuteronomy 28:15 and 28 of the Bible for this.

`WHERE IS SWS BASING ITS SURVEYS’? Just minutes after the Social Weather Station (SWS) reported a marked improvement in the Aquino government’s satisfactory rating last Tuesday, October 18, 2011, the Catholic Bishops Conference of the Philippines (CBCP) disputed the results, saying poor Filipinos are in reality more dissatisfied at present. 

The CBCP, through Manila Auxiliary Bishop Broderick Pabillo, expressed doubts as to who are being asked in the SWS surveys. The CBCP’s stand is, anywhere one goes in the country, the comments about the Aquino government are largely negative and pessimistic. So, really, CBCP’s query is valid: where is the SWS basing its surveys?

SC, MAY BABALA VS. ARMM OIC APPOINTEES: Tama ang babala ni Court Administrator Jose Midas Marquez, na siya ding spokesman ng Korte Suprema: hindi pa dapat magtalaga sa ngayon ang gobyernong Aquino ng mga officers-in-charge para sa Autonomous Region in Muslim Mindanao (ARMM), bagamat kinatigan na ng Korte ang pagpapaliban ng halalan sa ARMM para sa 2013.

Dapat kasing maghintay talaga ang gobyerno na maging pinal ang naging desisyon ng Korte Suprema---ibig sabihin ng “pinal”, ang kopya ng desisyon ay naipadala na sa mga nagtutunggaling partido sa kaso ng ARMM at, sa loob ng labinlimang araw mula sa pagkakatanggap nila ng kopya, hindi sila nagsumite ng motion for reconsideration.

ALITUNTUNIN SA PAGIGING PINAL NG MGA DESISYON: Sa kabilang dako, kung nakapagsumite naman ang mga partido sa ARMM case ng kanilang motion for reconsideration, ang naging desisyon ng Korte Suprema na pumapayag sa pagpapaliban ng ARMM elections sa 2013 ay hindi pa maituturing na pinal, at, dahil diyan, hindi pa din ito maipapatupad, kasama na ang pagtatalaga ng mga officers-in-charge sa rehiyon. Maliwanag ba?

Dapat maliwanag, pero ang tunay na tanong ay ito: gaano katagal naman bang didesisyunan ng Korte Suprema ang motion for reconsideration ng kanyang mga desisyon? Walang eksaktong panahong nakasaad sa Konstitusyon at sa mga batas. Nasa desisyon na din iyon ng hukuman. At, wala pa dito ang tinatawag na second motion for reconsideration!

PAGKABALIW AT PAGKALITO NG ISIP, NARARANASAN NA NG MGA PINOY: Isa na namang ama ng tahanan ang nakuhang pumatay ng kanyang mga kamag-anak sa ating bansa, ilang araw lamang ang nakalilipas matapos na ang isang dating seaman mula sa Cebu ay pumatay din ng kanyang asawa, tatlong anak, at ng kanilang katulong bago niya pinatay din ang sarili niya sa hilagang Cebu.

Sa bagong pangyayari, ang pagpatay ay naganap sa Tondo, Manila: binaril ng ama, na isang nadismis na opisyal ng pulisya, ang kanyang sariling ina, matapos na hindi niya mapatay ang kanyang sariling asawa at mga anak. Sa Bgy. Baluno, Zamboanga City naman, isang lasing na 28-anyos na apo, si Reneboy Francisco, ang sumakal at pumatay sa kanyang maysakit na lolo, si Pastor Muyco, ng wala man lang dahilan.

Ano ba ang nangyayari sa ating bansa? Simple lang. Nararanasan natin ang mga sumpa ng Diyos na nagbibigay sa atin ng pagkabaliw at pagkalito ng isip, dulot ng ating sama-samang pagtutol na makinig at sumunod sa mga utos ng Diyos. Basahin po ninyo ang Deuteornomio 28:15 at 28 ng Bibliya ukol dito.

`SAAN IBINIBATAY NG SWS ANG MGA SURVEYS’? Ilang minuto lamang matapos na iulat ng Social Weather Station (SWS) ang pagtaas ng satisfactory rating ng gobyernong Aquino noong Martes, Oktubre 18, 2011, tinutulan naman ng Catholic Bishops Conference of the Philippines (CBCP) ang ulat, sa pagsasabing mas maraming naghihirap na Pilipino pa din ang hindi nasisiyahan sa kanilang buhay.

Nagtanong ang CBCP, sa pamamagitan ni Manila Auxiliary Bishop Broderick Pabillo, ng kung sino daw ba ang mga tinatanong ng SWS sa kanyang mga survey. Ang punto ng CBCP, saan man sa bansa, ang mga komento ukol sa gobyernong Aquino ay negatibo at masama sa pangkalahatan. Dahil dito, tama ang tanong ng CBCP: saan ibinabatay ng SWS ang kanyang mga surveys?
