Legarda and libel; “drug treatment courts”; Rotary D 3810 gets PR grant


SEN. LEGARDA SHOULD PUSH DECRIMINALIZATION OF LIBEL: Jason Francisco De Asis, Batas International Media’s columnist from the Senate, sent in a story Saturday, October 23, 2010, saying that Sen. Loren Legarda wants media killings qualified as murder from now on (see the story at www.batasmedia.com). 


That is great, except that Sen. Legarda should be told that, under the present state of our law, killing anyone from the media because of the victim’s position as a media practitioner is already murder, under Art. 248 of the Revised Penal Code.


Perhaps, what Sen. Legarda should aspire to do, since she was a media personality before she became a lawmaker, is to push for total decriminalization of libel. That would really make Philippine press a free press, capable of deterring corruption and other anomalies in public and private sectors. So, can we do it, Madam?

PASTOR TO PNOY: CREATE “DRUG TREATMENT COURTS”: Pastor Paul Waldmiller of New York, USA, is not only pushing the Word of God in his twice-a-day program “The Gospel Hour” at BATAS INTERNET TV (aired over www.batasmedia.com), he is also asking President Aquino to create “drug treatment courts” to help drug users and abusers in the Philippines.


Pastor Paul sent a letter to the Chief Executive seeking an audience to present the specifics of his proposal, culled from years of experience as an internationally-licensed alcoholism and substance abuse counsellor, which proposal he said is aimed at minimizing, if not eliminating, the drugs problem here.


“I believe also that we can make this program work, as I know the heart of the Filipino people and that they (and we) deserve the best we have to offer to the people we love so dearly,” the pastor concluded. I hope Malacanang will act positively on this matter, Presidential Spokesman Edwin Lacierda.

ROTARY DISTRICT 3810 GETS PR GRANT: Here’s good news for the poor, and for Rotarians from Rotary International (RI) District 3810 (covering the areas of Manila, Pasay City, Cavite and Occidental Mindoro): the RI Public Imaging Group in the United States approved a public relations grant for the district, to enable it to pursue its video contest showcasing Rotary’s “service above self”.


District 3810 Gov. Tranquil Gervacio Salvador profusely thanked RI’s leadership for the grant, saying it will go a long way in informing the poor and the needy  which Rotary Club to go to, and who is the Rotarian to approach, when they needed help and assistance, since the video contest will highlight the services District 3810 clubs will make available.


Senior Deputy Gov. Karen Tamayo, the public relations chair of District 3810, said the video contest is now on-going, and video entries from the district’s clubs will have to be submitted by December 15, 2010. Awarding of the winners will be done at Discon 2012.


This was immediately lauded by Past District 3810 Gov. Lyne Abanilla, the current RI PR chair for the Pacific, and Past District 3820 Gov. Chit Lijauco, the current PR chair for the Philippines and Indonesia, who said the grant and the contest will give a great boost to Rotary’s public imaging efforts.

LEGARDA, DAPAT ISULONG ANG DECRIMINALIZATION NG LIBEL: Noong Sabado, Oktubre 23, 2010, ipinadala ni Jason Francisco De Asis (kolumnista ng Batas International Media sa Senado) ang balitang ninanais ni Sen. Loren Legarda na gawing murder (at hindi lamang simpleng pagpatay) ang anumang pagkitil ng buhay ng mga mamamahayag (basahin po ang kolum ni Jason sa www.batasmedia.com). 


Napakaganda ng balitang ito, kaya lang dapat malaman ni Sen. Legarda na sa ilalim ng mga umiiral na batas, ang anumang pagpatay ng sinuman sa media dahil sa pagiging kasapi sa media ng pinatay ay itinuturing ng murder, sa ilalim ng Art. 248 ng Revised Penal Code.


Marahil, ang dapat pursigihin ni Sen. Legarda dahil sa siya ay nauna namang naging media personality bago siya naging mambabatas ay ang pag-alis bilang krimen ng libelo. Iyan ang makakapagpalakas lalo sa kalayaan sa pamamahayag sa Pilipinas, na makakapigil sa korapsiyon at iba pang katiwalian. Ok po ba sa inyo ito, Madam?

PASTOR KAY PNOY: ITATAG ANG “DRUG TREATMENT COURTS”: Hindi lamang isinusulong ni Pastor Paul Waldmiller ng New York, USA ang Salita ng Diyos sa kanyang palatuntunang “The Gospel Hour” na sumasahimpapawid dalawang beses sa bawat araw sa BATAS INTERNET TV (na mapapanood sa www.batasmedia.com), kundi hinihiling pa din niya kay Pangulong Aquino ang pagtatatag ng mga “drug treatment courts” upang makatulong sa mga biktima ng droga sa Pilipinas.


Nagpadala si Pastor Paul ng isang sulat sa Punong Ehekutibo kung saan humihiling siya ng pakikipagpulong upang mailahad niya ang detalye ng kanyang panukala, na ibinatay niya sa maraming taon ng kanyang pagiging lisensiyadong tagapayo sa mga umaabuso sa alak at droga sa buong mundo. Ang kanyang panukala, ayon sa pastor, ay mag-aalis ng problema ng droga sa bansa.


“Naniniwala din akong mapapagtagumpay natin ang programang ito, sapagkat alam ko  ang puso ng sambayanan, at alam kong nararapat lamang nilang mapagtagumpayan din ang problema,” dagdag pa ng pastor. Umaasa akong kikilos ang Malacanang sa panukalang ito, Presidential Spokesman Edwin Lacierda.

ROTARY DISTRICT 3810, NABIGYAN NG PR GRANT: May magandang balita para sa mga mahihirap, at sa mga Rotarians ng Rotary International (RI) District 3810 (Manila, Pasay City, Cavite at Occidental Mindoro): nagbigay ng tulong-pinansiyal para sa public relations ang RI Public Imaging Group sa Estados Unidos para sa District 3810 upang maisulong nito ang kanyang video contest na nagtatampok ng “pagtulong ng higit sa sarili’ ng Rotary.


Maagap namang pinasalamatan ni District 3810 Gov. Tranquil Gervacio Salvador ang liderato ng RI, sa pagsasabing malaki ang magagawa ng tulong upang maipaalam sa mga mahihirap at nangangailangan kung saang Rotary Club sila tutungo, at kung sinong Rotarian ang kanilang lalapitan, para sa mga tulong na nais nila, sapagkat ang video contest ay layong maipakita ang mga serbisyong ibibigay ng mga clubs ng District 3810.


Ipinaaalam ni Senior Deputy Gov. Karen Tamayo, ang public relations chair ng District 3810, na ang video contest ay nagpapatuloy na, at ang lahat ng isasaling video ay kailangang maisumite ng mga clubs sa Disyembre 15, 2010. Ang awarding ng mga nanalo ay gaganapin sa Discon 2012.
