RP to lose US $1.4 B yearly from IMO rule

RP TO LOSE US $ 1.4 B AS SHIP CAPTAINS LOSE THEIR JOBS: The Philippines will lose an estimated US$1.4 billion yearly in salaries of its ship captains who face separation from their employment with international seafaring vessels and ships, on account of the failure of the government to upgrade, since 2002 or thereabouts, the ship captains’ academic qualifications to include a training for management duties as such captains.

Emmanuel Regio, the president of Island Overseas Transport Corporation and of the EastGate Group of Maritime Companies, said this amount of US$1.4 billion is taken from the US$10,000 average monthly salaries of Filipino ship captains, multiplied by 12 months in a year, and further multiplied by 12,000, which is the number of affected Filipino ship captains.

Regio made these disclosures on Friday, September 9, 2011, in the presence of Rotarians from the Rotary Club of Intramuros and Rotary Club of Pasay Millenium and of doctors and medical workers from Jose Reyes Medical Center who joined in his companies’ annual blood-letting drive at the EastGate office at EDSA, Mandaluyong City.

RP GOV’T FAILED TO ACT ON IMO REQUIREMENT: Regio said the Europe-based International Maritime Organization (IMO) actually informed the Philippine government in 2002 yet that Filipino ship captains will lose their jobs, probably by the end of September 2011 or thereabouts, if the government did not require them to undergo further studies on ship management and administration.

It is a requirement of the IMO for ship captains manning international seafaring vessels that the captains are academically-equipped with management skills. But, it is a source of wonder for companies like those owned by Regio to see that the government, from 2002, had not been doing anything to require Filipino ship captains to take up units in ship management from accredited maritime schools.

This is apparently due to a “turf” war among the different government agencies which think that it is their office which should be responsible for complying with the IMO directive, Regio declared. At this point though, it might require the highest levels of the Aquino government to act to avert this looming crisis, Regio said.

RP, MALULUGI NG US $ 1.4 B KADA TAON: Malulugi ang Pilipinas ng US $ 1.4 bilyon taon-taon mula sa mga sahod ng mga Pilipinong ship captains dahil sa napipintong pagkakatanggal nila sa kanilang mga trabaho sa mga pandaigdigang barko, batay sa kabiguan ng gobyernong Pilipino, mula pa 2002, na itaas ang mga kuwalipikasyon ng mga kapitan na ito sa pamamagitan ng karagdagang training o pagsasanay sa larangan ng ship management.

Ang halagang ito---US$1.4 bilyon kada taon---ay hango sa buwanang sahod na US$10,000 ng mga Filipino ship captains, na multiplied ng 12 buwan ng bawat taon, at multiplied pa din sa 12,000 o ang bilang ng mga apektadong mga kapitan ng barko, ayon kay Emmanuel Regio, ang pangulo ng Island Overseas Transport Corporation at EastGate Group of Maritime Companies.

Ginawa ni Regio ang mga pagbubunyag na ito noong Biyernes, Septyembre 9, 2011, sa harapan ng mga Rotarians mula sa Rotary Club of Intramuros at Rotary Club of Pasay Millenium, at ng mga duktor at mga medical workers mula sa Jose Reyes Medical Center, na sumama sa taunang blood-letting activities ng mga kompanya ni Regio sa EastGate office sa EDSA, Mandaluyong City.

RP GOV’T, NOON PA DI UMAAKTO SA IMO REQUIREMENT: Binanggit ni Regio na nasabihan na ng International Maritime Organization (IMO)---isang organisasyon ng mga may-ari ng barko na naka-base sa Europa---ang gobyernong Pilipino ukol sa problemang ito noon pa mang 2002 na maaaring maganap nga ito sa pagtatapos ng Septyembre 2011, kung hindi kikilos ang pamahalaan upang isulong ang muling pag-aaral ng mga Filipino ship captains sa kursong ship management.

Alituntunin na kasi ng IMO ang pagkakaroon ng mga ship captains na namumuno sa mga barkong naglalayag sa daigdig na magkaroon sila ng kaalaman sa ship management. Pero, nagtataka ang mga kompanyang gaya ng pagmamay-ari ni Regio sapagkat mula pa noong 2002, hindi kumilos ang pamahalaan upang magkaroon ng dagdag na pagsasanay ang mga Filipino ship captains mula sa mga accredited maritime schools.

Lumilitaw na nagkakaroon ng “turf war”  ang iba’t ibang mga ahensiya ng gobyerno sa pagtalakay ng suliraning ito, dahil sa pagpupumilit ng isa’t isa sa kanila na sila dapat ang may sakop ng problema, ayon pa kay Regio. Magkaganunman, sa puntong ito, tila kakailanganin na ng mga pinakamataas na mga opisyales sa gobyernong Aquino na makialam upang malutas ang suliranin, dagdag pa ni Regio.
