Huli man daw at magaling… 
may Crisis Center na ang DFA

TALIWAS sa palusot ng DFA at OWWA sa mga nakaraang araw na sa kamay ng mga pribadong recruitment agency nakasalalay ang paglikas sa mga kapwa Pinoy sa Libya, Bahrain, at Yemen, o saan mang lupalop ng mundo, sa ora de peligro, narito ang patunay na sila’y sandamakmak na sinungaling (maari ding hindi nila alam kanilang trabaho): 

REPUBLIC ACT NO. 8042 – June 7, 1995 Omnibus Rules and Regulations Implementing The Migrant Workers and Overseas Filipinos Act of 1995;

Sec. 56. Emergency Repatriation. - The OWWA, in coordination with DFA, and in appropriate situations, with international agencies, shall undertake the repatriation of workers in cases of war, epidemic, disasters or calamities, natural or man-made, and other similar events without prejudice to reimbursement by the responsible principal or agency within sixty (60) days of notice. In such case, POEA will simultaneously identify and give notice to the agencies concerned;

Sec. 59. Emergency Repatriation Fund. - When repatriation becomes immediate and necessary, the OWWA shall advance the needed costs from the Emergency Repatriation Fund without prejudice to reimbursement by the deploying agency and/or principal, or the worker in appropriate cases. Simultaneously, the POEA shall ask the concerned agency to work towards reimbursement of costs advanced by the OWWA. In cases where the cost of repatriation shall exceed One Hundred Million (P100,000,000.00) Pesos, the OWWA shall make representation with the Office of the President for immediate funding in excess of said amount.

At upang masiguro na ang daloy ng impormasyon ay dumadaluyong –sapagkat sa ganitong sitwasyong buhay ang nakataya ay bawat sandali’y ginto, at bawat kontil-butil na impormasyon ay mahalaga – isang inter-agency committee (SHARED GOVERNMENT INFORMATION SYSTEM FOR MIGRATION) din ang itinatag na kaakibat ng naturang batas.     

Sa pangunguna ng Department of Foreign Affairs, bilang Chairman, ang mga sumusunod: Department of Labor and Employment, as Vice chairman; Department Department of Tourism; Philippine Overseas Employment Administration; Overseas Workers Welfare Administration; Bureau of immigration; National Bureau of investigation; National Statistics Office; at, Commission on Filipinos Overseas ay naatasang bumuo ng master list ng mga OFW’s na may kompletong impormasyon upang maayos, madali, at mabilis silang mailikas sa oras ng pangangailangan at sa ibang pa nilang kapakinabangan.

Huli man daw at magaling… nagset-up na ng Crisis Center ang DFA. Kung maari lamang, lahat ng impormasyong ipinararating ng ating mga kaanak, o kakilala sa mga magugulong lugar na nabanggit, para agad na magawan ng kaukulang aksiyon, ay iparating agad sa DFA Crisis Center sa mga teleponong may numero: 834-4580, 834-3245, 834-3240, at 834-4646.
