“Luisita bought solely with Cojuangco money”

“LUISITA BOUGHT SOLEY WITH COJUANGCO MONEY”-PEPING: Hacienta Luisita was purchased solely with the money of the Cojuangco family and their friends and business associates, and no money of the government was ever used by the Cojuangcos in buying it from its American owners then, former Tarlac Rep. Jose “Peping” Cojuangco Jr. clarified the other day.

Cojuangco, or Cong. Peping to his friends and allies, made the clarification in the aftermath of media releases urging his family to comply with its supposed obligation to distribute the Hacienda to its farm workers, allegedly because it was purchased using Central Bank loans and guarantees.

“Luisita was paid entirely with private funds without any financial dole from the government,” Cong. Peping explained, adding that “…the current aspersions still being cast at Luisita is the misleading insinuation that it was originally purchased with `inappropriate’ loan guarantees by the Central Bank.” 

Cong. Peping said that the guarantee, in truth, pertained only to assurances to the foreign banks that foreign currency would not be withheld from Luisita in fulfilling its obligations, nothing more, nothing less.

“It is unfortunate that the issues continue to be obfuscated by the self-serving motives of third parties who do not have the true interests of the farmers at heart,” he rued.

CLARIFICATIONS RE LUISITA ROW: Here are other important clarifications on the Hacienda Luisita issue made by the Tarlac lawmaker, who is an uncle of President Aquino: “The Cojuangco family has never, ever been against Land Reform.”

He explained that “at about the time Hacienda Luisita/Tabacalera was purchased by the Cojuangco family, it had subjected more than 6,000 hectares of its original 12,000-hectare holdings to farmers under the Land Tenure Act during President Magsaysay's administration…”

“Tragically,”, Cong. Peping said, “most of these farms no longer belong to the original recipients, because of the absence of a sustainable support system for the small farmers unversed in managing and marketing…”

  This is the reason why, he said, many farm workers from the Hacienda, in at least two earlier but very recent referenda conducted by the Department of Agrarian Reform and by volunteer students from UP Diliman, actually chose the stock distribution option instead of land distribution. 

Evidently, that is the system by which the interests of the farm workers would best be protected.

“LUISITA, BININILI NG COJUANGCO MONEY LAMANG”-PEPING: Sariling pera ng mga Cojuangco at ng kanilang mga kaibigan at kasama sa negosyo ang ipinambili nila sa Hacienda Luisita, at walang pera ng gobyerno ang ginamit ng mga Cojuangco sa bilihang ito, ayon kay dating Tarlac Rep. Jose “Peping” Cojuangco Jr. 

Ginawa ni Cojuangco, o Cong. Peping sa kanyang mga kaibigan at kaalyado, ang paglilinaw matapos maglabasan sa media ang mga pahayag na humihiling sa kanyang pamilya na dapat ibigay na diumano nito sa mga manggagawa sa Hacienda ang lupa doon, dahil ito naman daw ay binili gamit ang pautang at garantiya ng Central Bank.

“Ang Luisita ay binayaran sa kanyang kabuuan sa pamamagitan ng pribadong pondo ng walang tulong-pinansiyal na nanggagaling sa gobyerno,” paliwanag pa ni Cong. Peping, na nagsabi ding “…ang paninira sa Luisita sa ngayon, na ito ay unang nabili gamit ang pera o di kaya ay `di-karapat-dapat’ na mga garantiya mula sa Central Bank, ay panlilinlang lamang…”

Ayon pa sa dating kongresista, ang garantiya ng Central Bank, sa totoo lang, ay ukol lamang sa kahandaan ng Central Bank na palitan ang pera ng Luisita para maging dolyar ito at maibayad sa kanyang obligasyon sa dating may-ari.

 “Nakapanlulumo na ang mga isyung ito ay patuloy na nilalabusaw ng mga maka-sariling mga interest at motibo ng mga interesadong partido na hindi naman tunay na nagtataglay ng puso para sa mga manggagawa,” dagdag pa niya.

PAGLILIWANAG SA LUISITA ISSUE: Naririto pa ang ibang mga mahahalagang pagliliwanag na ginawa ng dating mambabatas mula sa Tarlac na tiyo ng Pangulong Aquino: “Ang Familya Cojuangco ay hindi naging kontra sa agraryong panlupa kahit kailan.”

Ipinaliwanag niyang “noong panahong nabili ng Cojuangco family ang Hacienda Luisita o Tabacalera, ibinigay nito ang humigit-kumulang sa 6,000 hektaryang lupa mula sa unang sukat nitong 12, 000 hektarya sa mga magsasaka sa ilalim noon ng Land Tenure Act noong panahon ng dating Pangulong Magsaysay…

 “Ang masama nga lang,” ayon kay Cong. Peping, “karamihan sa mga lupang ito ay nawala na sa mga unang nabigyan ng mga ito, sapagkat walang sistemang naitatag upang matulungan ang mga magsasakang hindi naman sanay sa pamamahala at pagbebenta ng kanilang mga produkto…”

Ito ang dahilan, ayon sa kanya, na karamihan sa mga manggagawa ng Hacienda, sa dalawang naunang referendum na pinamahalaan ng Department of Agrarian Reform at ng mga estudyante mula sa UP Diliman, ang mas pumili sa stock distribution option kaysa sa pagmamay-ari ng lupa.

Lumilitaw na iyon ang sistemang lalong nagbibigay proteksiyon sa interest ng mga manggagawa sa Hacienta.
