RA 9344: work of unthinking lawmakers and president

RA 9344: WORK OF UNTHINKING LAWMAKERS AND PRESIDENT: Republic Act 9344, or the Juvenile Justice Law, is one example of a law that was enacted by our congressmen, senators and the president who signed it, without any one of them really thinking about what they were doing, or what the impact would be of the law they were crafting or signing.
In short, this is a law that was born out of the sheer stupidity and criminal carelessness of our political leaders, who got paid their salaries just the same through our taxes even if what they did turned many Filipino children 15 years old and below into hardcore criminals.
There ought to be a law which will require the immediate hanging---politically, that is---of lawmakers and other government officials who will commit the same blunder of doing something, in the guise of performing their official duties and responsibilities, that will prove to be harmful and prejudicial to the nation and our people, especially the youth.

SUSPENSION OF RA 9344 THROUGH MERE RESOLUTION ILLEGAL: And then again, with due respect to Sen. Francis Escudero of the Senate Committee on Justice, it would seem to me that what our senators and congressmen are trying to do to suspend Republic Act 9344 “in the nature of a temporary relief” is yet another “juvenile unthinking response” to an emerging crisis.
The question is, can the House of Representatives and the Senate suspend the implementation of a law just by their passing of a joint resolution? Can a mere resolution of Congress stop the implementation of a duly-enacted law?
Any freshman law student will tell you that such a resolution is even illegal and could pose a dangerous example in the future, because only a repeal or an amendment which passed through the legislative mill and then signed by the President can suspend or stop the implementation of an existing law.

RA 9344: gawa ng mga di-nag-iisip
INSPIRASYON SA BUHAY: “… Mga magulang, huwag ninyong ipamungkahi sa galit ang inyong mga anak; sa halip, palakihin ninyo sila sa turo at aral ng Panginoon…” (Efeso 6:30, Bibliya).

RA 9344: GAWA NG MGA DI-NAG-IISIP NA MGA MAMBABATAS AT PANGULO: Ang Republic Act 9344, o ang Juvenile Justice Law, ay isang halimbawa ng batas na iniakda at ipinasa ng mga mambabatas, at nilagdaan ng pangulo, ng hindi nila ginamit ang kanilang mga isip upang alamin kung ano ba ang kanilang ginagawa o kung ano ang magiging epekto nito sa bayan.
Sa totoo lang, isa itong batas na nanggaling sa malaking katangahan at pagpapabaya ng ating mga lider-politika, na nasuwelduhan pa din sa pamamagitan ng ating mga buwis bagamat ang batas na kanilang ipinasa ay nagtaboy sa maraming mga kabataang Pilipino, may edad 15 at pababa, upang maging pusakal na kriminal.
Dapat ay may batas na mag-aatas ng agarang pagbitay---sa larangan ng politika lamang, siyempre---sa ating mga mambabatas at iba pang mga opisyales ng gobyerno na gagawa ng kaparehong kamalian habang tumutupad sila sa kanilang mga tungkulin at mga responsibilidad, na magdudulot lamang ng pinsala at pighati sa ating bansa at sa sambayanan.

SUSPENSIYON NG RA 9344, ILLEGAL: Ganundin, mawalang-galang na po kay Sen. Francis Escudero ng Senate Committee on Justice, tila ba ang binabalak ng ating mga senador at mga kongresista ngayon na suspendihin muna ang Republic 9344 “bilang pansamantalang remedyo” ay isa na namang hindi pinag-isipang pagtugon sa lumalalang krisis ng mga batang-kriminal.
Ang tanong ay ito: maaari bang suspendihin ng Kamara de Representantes at ng Senado ang implementasyon ng isang batas sa pamamagitan lamang ng isang pinagsamang resolusyon? Ang isa lamang bang resolusyon ng Kongreso ay may kakayahang patigilin ang pagpapatupad ng isang naipasa ng batas?
Kahit na sinong bagitong mag-aaral lamang ng batas ang tatanungin, sasabihin nitong ang ganung klaseng resolusyon ay ilegal at kontra sa batas, at maaari pang maging mapanganib na halimbawa sa hinaharap, sapagkat ang pagpapatigil ng batas ay magagawa lamang ng isa pang batas na dumaan sa proseso at pinirmahan ng Pangulo.

MGA SUMPA NG DIYOS, IKA-APAT NA BAHAGI: Marami pa po ang iba pang mga sumpa na nagmumula sa Diyos, para sa mga taong hindi na nakikinig sa Kanyang Salita at hindi na sumusunod sa Kanyang mga utos, na inilista ng Deuteronomio 28:15-68 ng Bibliya: “… Sa tanghali, lalakad kayong parang mga bulag sa kadiliman. Mabibigo kayo sa lahat ng inyong gawain; araw-araw, kayo ay pagnanakawan at pahihirapan, at walang sasaklolo sa inyo.
“Makikipagkasundo kayong pakakasal, subalit iba ang sisiping sa inyong kasuyo. Magtatayo kayo ng bahay, subalit hindi kayo titira doon. Magtatanim kayo ng ubasan subalit ni hindi ninyo matitikman ang mga bunga nito.
“Ang inyong mga baka ay kakatayin sa inyong harapan, pero hindi ninyo ito makakain. Ang inyong asno ay sapilitang kukunin mula sa inyo, at hindi na ito ibabalik pa. Ang inyong mga tupa ay ibibigay sa inyong mga kaaaway, at walang magliligtas sa kanila…”
