“In 2009, the Department of Budget and Management (DBM) ammended the release of personal services budget by transferring funds to the department based on the actual number of field personnel unlike in the past when the budget given is based on the number of plantilla positions. Personnel Services (PS) funds released by DBM is covered by the monthly lapsing of Notice of Cash Allocation (NCA),” tugon ng ng DepEd sa ulat na may conversion ng personnel services bilang pambayad sa sahod at allowance.
“Excess PS funds cannot be converted or used as Maintenance and Other Operating Expenses (MOOE) or Captial Outlay (CO) funds and this is covered by Commission on Audit (COA) rules,” paglilinaw pa ng DepEd sa isang statement.
“Having said this, the department is willing to work with the House of Representatives or any other party with information regarding fraudulent use of funds to address problems whether continuing or even those that may have happened in the past,” wika ni Sec. Luistro. Mac Cabreros
