DSWD wants to look better than NFA?

SENATE MUST PROTECT AFP RECORDS: Before we start rejoicing that there is now someone like Lt. Col. George Rabuza, a former budget officer of the Armed Forces of the Philippines who served from 2000-2002, who is finally talking about corruption in the military, we must remind ourselves that there is a great deal of a difference between merely talking and prosecuting graft cases in court.
What must be done by the Senate now, if it is serious in pursuing Rabuza’s disclosures towards the eventual prosecution and conviction of those going to be named by him, is to take steps to preserve whatever records from the AFP which could prove the crimes that may have been committed in the past.
Between now and the presentation of those records, if and when court trial is going to be resorted to, is a lot of time to make those records---and the evidence---disappear, especially with a military leadership that is perceived to protect its own.

PALACE MUST INTEREST THE MEDIA WITH GOOD STORIES: And so, for the nth time, President Aquino is again complaining that the good achievements of his administration are not being reported by the media, which, he says, chooses to publish negative issues about him and his government instead.
Perhaps, what he should do to remedy this situation is to get better communication officials who will know how to interest the media, in particular, and the public, in general, over these achievements.
Sometimes, even if the story is interesting, people will not listen---or care to read---if it is not presented in a way that will interest people, and media knows this. The President’s communication officials should strive to present the government’s achievements in a way that will show how they will benefit the people. Then, media will be interested to publish those stories.

DOES THE DSWD WANT TO LOOK GOOD AT THE EXPENSE OF NFA? The case of distributing subsidized rice to the poor is in point. The fact is that, it doesn’t really matter which agency of government will distribute rice subsidies to the poor.
What matters, whether distribution will remain with the National Food Authority (NFA) or will be transferred to the Department of Social Welfare and Development (DSWD), is that rice is going to reach the poor, especially the poor who really have nothing more to eat.
Now, the government’s communication officials must clarify: is it really wiser to allow the DSWD to take over rice distribution from the NFA? Is it not wiser to just simply direct the DSWD and the NFA to cooperate and collaborate in the project? Is someone interested to make the DSWD look better in this deal, at the expense of the NFA?

SENADO, DAPAT PROTEKTAHAN ANG AFP RECORDS: Bago tayo magsaya na may lumitaw na gaya ni Lt. Col. George Rabuza, isang dating budget officer ng AFP mula 2000-2002 na ngayon ay nagsisiwalat ng mga katiwalian sa militar, kailangang huwag nating kalilimutan na malaki ang kaibahan ng pagsisiwalat lamang at pag-uusig ng mga krimen sa hukuman.
Ang dapat gawin ng Senado ngayon, kung seryoso ito sa paghahabol sa mga ibinunyag ni Rabuza upang mapanagot ang mga sinasabi niyang gumawa ng malaking katiwalian, ay ang pagsasaayos at proteksiyon ng mga record mula sa AFP na magpapatunay sa mga krimeng naganap na.
Sa pagitan ng kasalukuyang panahon at sa panahong ipi-presenta na ang mga record na ito, kung magkakaroon nga ng paglilitis sa hukuman, ay mahabang mga oras upang walain ang mga record---at mga katibayan---lalo na sa ilalim ng isang military leadership na nakikitang kumikiling sa kanyang mga opisyal.

PALASYO, DAPAT GAWING KAAKIT-AKIT ANG MGA BALITA: At, sa hindi na mabilang na pagkakataon, muling nagrereklamo ang Pangulong Aquino na ang magagandang nagawa na ng kanyang administrasyon ay hindi narereport sa media, at sa halip, ayon sa kanya, ay yun pang mga negatibong isyu laban sa kanya at sa kanyang gobyerno ang nalilimbag.
Marahil, upang maremedyuhan ang sitwasyong ito, kumuha siya ng mga mas mahuhusay na mga opisyales sa larangan ng komunikasyon na marunong kung papaano gagawing interesado ang media at ang publiko sa mga achievements ng Aquino government.
Magkaminsan, kahit na ang balita ay maganda, hindi makikinig ang tao kung ang balita ay hindi maipapahayag sa interesanteng kaparaanan, at alam ito ng media. Ang mga opisyales ng Pangulo ay dapat magsumikap na ipakita ang mga nagawa na ng gobyernong Aquino na may mabuting idudulot sa mga tao. Pag ito ang nangyari, ilalabas na ng media ang mga kuwentong ito.

DSWD NAIS MAGPAPOGI KAYSA SA NFA? Ang kaso ng pamimigay ng libreng o pinamurang bigas sa mga mahihirap ay isang halimbawa ng sinasabi nating ito. Sa totoo lang, hindi mahalaga kung anong ahensiya ng gobyerno ang mamamahagi ng bigas sa mga mahihirap.
Ang mahalaga, ke ang pamamahagi ay mananatili sa National Food Authority (NFA) o ililipat Department of Social Welfare and Development (DSWD), ay dapat makarating sa mga tao ang bigas na ito, lalo na sa mga mahihirap na talagang wala ng makain pa.
Kailangang magpaliwanag ang mga communication officials ng gobyerno: mas mabuti bang DSWD na ang hahalili sa pamimigay ng bigas, hindi na ang NFA? Hindi ba mas mabuting magsama na lamang ang DSWD at NFA sa trabahong ito? O interesado bang magpa-pogi ang DSWD, at mapa-pangit naman ang NFA?
