PNP DECLARES WAR VS. CRIME RINGS


Mga kriminal, hindi tatantanan -- Bacalzo

 Hindi titigil ang Philippine National Police (PNP) sa paghabol at paghuli ang mga carnapper at iba pang mga kriminal, alinsunod sa “total approach” na inihatag ni PNP chief Director General Raul Bacalzo laban sa kriminalidad.

 

“The PNP will be relentless in its campaign against criminal syndicates engaged in carnapping and carjacking, particularly in Metro Manila and other urban centers,” wika ni Bacalzo.

 

Ayon sa PNP chief, sa ilalim ng kanyang command responsibility policy  ay hindi na pwedeng tutulog-tulog ang mga opisyal at tauhan ng PNP dahil agaran silang ire-relieve kapag napatunayang pabaya sa tungkulin.

 

Ilan lang sina Sr. Supt. Constantino Agpaoa ng QCPC Station 10 at Chief Insp. Alex Fulgar ng Makati police sa na-relieve sa pinakahuling insidente ng carjacking at carnapping. 

Itinakda rin ni Bacalzo ang Jan. 31, 2011 bilang deadline sa pagresolba sa lahat ng mga kaso ng mga pulis, kabilang ang kinabibilangan ng 14 na PNP personnel, na ang anim ay naaresto na at ang tatlo ay under restriction na sa kampo.

 

Ayon kay Sr. Supt Agrimero Cruz, hepe ng PNP public information office, 2,165 administrative cases na ang isinampa laban sa mga pulis noong 2010, kung saan ay 1,470 na ang naresolba at 235 pulis ang nadismis.

 

Binigyang-diin rin ni Director General Bacalzo ang command responsibility.

 

“Police commanders should exercise their disciplinary authority judiciously and with dispatch. They should throw the book at errant policemen,”anya.

 

“Delay, indecision and complacency should not be an excuse on matters pertaining to personnel discipline and will not be tolerated.”

 

Bukod dito, pinasimulan na rin ni Bacalzo ang back-to-basic retraining ng mga pulis, ang pagtuturo ng advanced investigative techniques sa mga detektib ng PNP, pag-overhaul sa recruitment system ng PNP at procurement ng “move-shoot-communicate-investigate” equipment.

 

Isinusulong rin ni Bacalzo ang karagdagang compensation at welfare benefits para sa mga pulis.

PNP non-coms todo-suporta kay Bacalzo

 

Isang resolusyon ang pinirmahan ng non-commissioned officers ng Philippine National Police (PNP) kahapon upang magpahayag ng ibayong-suporta sa mga reporma at programa ni PNP chief Director General Raul Bacalzo para masugpo ang kriminalidad sa bansa.

 

Ayon sa mga non-coms sa pangunguna ni SPO4 Rogelio Quijatan, kumpyansa sila na sa pamumuno ni Bacalzo ay malalampasan ng PNP bilang institusyon ang lahat ng hamon na kinakaharap nito, partikular ang mga karumal-dumal na pagpatay sa ilang car dealers kamakailan.

 

Nagpasalamat naman si Director General Bacalzo sa tiwala ng police non-commissioned officers at maging ng rank-and-file ng PNP at nangako siyang hindi sila bibiguin.

 

Ayon kay Bacalzo, malinaw sa resolusyon na may panibagong lakas at sigla ang mga tauhan ng PNP na bigyan ng hustisya ang mga biktima ng mga krimen, gayundin ang pagpapanagot sa mga kriminal.

 

Bagamat narindi ang nasyon sa brutalidad ng pagpatay at pagsunog sa ilang car dealers, batay sa datos ay bumaba ng 39.70% o ng 182,258 ang kabuoang bilang ng krimen sa bansa mula Enero hanggang Nobyembre ng 2010, kumpara noong 2009.

 

Bumaba rin ang crime rate ng 45% sa average monthly crime rate na 26.67 kada 100,000 katao.
