Sapian eyes reclaiming ‘cleanest, greenest’ title
BY FELIPE V. CELINO
SAPIAN, Capiz — Local leaders of this fourth class municipality vowed to reclaim the town’s title of being the “cleanest and greenest” in the country, which it earned more than two decades ago.
Mayor Arturo Orosco and local officials will re-launch the “clean and green” program on January 26.
Orosco said he expects all barangay officials and other sectors in the community to join the program.
He hopes the town will once again win the Gawad Pangulo sa Kapaligiran’s Cleanest and Greenest Fourth-Class Municipality in the Philippines.
Sapian was once put into the limelight for winning the award for two straight years in the 1990s, he said.
It was during then Mayor Remedios Oliveja-Oñas’ time when Sapian garnered the prestigious recognition.
About 500 seedlings of different kinds of trees donated by the Department of Environment and Natural Resources will be made available for the program re-launching.
These seedlings will be planted along national roads here, Orosco said.
During a meeting of the One Capiz Foundation, the mayor and his wife Dr. Evangeline Oñas–Orosco, were urged to improve the image of this town through the production of oysters, green shells and papaya, among others.
Dr. Orosco said this town has no tourist attraction to be proud of.
However, she believes that Sapian can regain the title with the full cooperation of the community.
The mayor’s wife said in Australia, plants were grown along the road, helping beautify the surroundings and attract more tourists.
“Beautifying national highways and other thoroughfares can help attract local and foreign tourists,” stressed Dr. Orosco.
She lamented the unimproved state of national roads along Barangays Dapdapan, Maninang, Damayan and Bilao.
These areas, she said, will soon become an eyesore because the barangay officials and the residents forget to maintain their cleanliness.
Meanwhile, Orosco vowed to support public-friendly projects and programs of the provincial government.
“Let us forget politics. It’s time to help and support our constituents, especially the poor,” the mayor stressed./PN

| Water lab in Capiz soon
ROXAS City — A water laboratory that will analyze drinking water samples will soon be put up in the province, according to Gov. Victor Tanco.
The water laboratory will be established in cooperation with the Provincial Health Office (PHO) and the Roxas Memorial Provincial Hospital, he said.
Processes in the laboratory will ensure the potability of our drinking water in the province, being free from bacteria and other disease-causing germs, the governor said.
“This is in line with one of my development agenda, which is healthy Capizeños,” he added.
Jeoffrey Espiritu, Health Education and Promotions officer I of the PHO, said all drinking water sources in the province will undergo analysis in the laboratory.
Water samples will be examined on E-coli bacteria contamination, he said.
“Water districts and refilling stations (in Capiz) can also access the services of the said laboratory to test their water products and to ensure that they are safe to consume,” said Espiritu.
The laboratory will be put up at the Roxas Memorial Provincial Hospital and will operate upon the approval of the Water Analysis Permit from the Department of Health./PN

| PHO to intensify disease monitoring
ROXAS City — The Provincial Health Office (PHO) discussed strategies to improve disease monitoring in the province during a consultative meeting with its Disease Surveillance Coordinators (DSCs) and Disease Surveillance Officers (DSOs) last week.
Such strategies include training of DSCs in every Rural Health Unit (RHU) on disease monitoring and prevention, and proper and accurate disease reporting method using the Notifiable Registry Form.
Joeffry Espiritu, Health Education and Promotions officer I of the PHO, said the outputs of every DSC were also examined during the meeting.
Their monitoring data were verified if they synchronize with the reports of the RHUs and the Capiz Epidemiological Surveillance and Response Unit (CESRU).
Meanwhile, Gov. Victor Tanco said different local government units around the country visit the province due to its outstanding health programs, including effective disease monitoring.
“The province is very successful in minimizing the spread of diseases like the dengue hemorrhagic fever because of our very successful disease monitoring campaign,” said Tanco.
The CESRU received an award for being the “Most Functional Provincial Epidemiology and Surveillance Unit” in Region 6 on December 6 last year. (CPPB/PN
