    TROUBLE FOR BGY. LIGA HEAD, PART II: I will reproduce in today’s column parts of the letter of Caloocan City Vice Mayor Edgar Erice where he disclosed complaints about the alleged failure of city officials to release to some of the barangays in Caloocan their share in the real property tax (RPT) collections from 2008 up to the present.

    Erice lamented in his letter how “could (this) happen in Caloocan City wherein the lifeblood of some of our barangays could be withheld from them in the very city where the Honorable Ricojudge Echiverri,  esteemed President of the National Liga ng mga Barangay, comes from.” To many, this could spell trouble on the re-election bid of Echiverri, son of Mayor Recom Echiverri, as president of the Liga.

CALOOCAN BARANGAYS NOT GIVEN TAX SHARES? Some parts of Erice’s letter: “There are complaints coming from different barangays throughout the city that you have not released their share from the proceeds of real property tax as far back as 2008…

    “I am constrained to remind you that under Section 271 of the Local Government Code, barangays are entitled to at least 50% of the 30% of the proceeds of the basic real property tax, including interest thereon… may I request for a complete listing of barangays whose share in the RPT for the fiscal years 2008, 2009 and 2010 WERE NOT RELEASED TO DATE and the amount due them...”

    BSP ISSUES NEW CHECK CLEARING RULES: Here’s an important news for those who have checking (current) accounts with banks: starting January 24, 2011, the Bangko Sentral ng Pilipinas will implement its Circulars 681 and 705 which prescribe new rules on check clearing, according to an Internet posting by Melcor Virata at the UP Sigma Rho Fraternity e-group.

Here is Melcor’s posting for the benefit of all: “Dear Valued Client: Please be advised that your bank will soon be implementing changes in check processing as mandated by Bangko Sentral ng Pilipinas (BSP) Circulars 681 and 705 effective January 24, 2011.

“Here are some of the important reminders and frequently asked questions about BSP Circulars 681 and 705: 1. What is BSP Circular Nos. 681 and 705 all about? BSP Circular Nos. 681 and 705 or the `Revised Check Clearing and Settlement Processes’ require all banks to return unfunded checks not later than 7:30 AM on the following banking day after checks are deposited/presented for clearing.

“2. When is the implementation date for BSP Circular Nos. 681 and 705?
The BSP Circulars will take effect on January 24, 2011. For areas covered by Regional Local Exchanges (RLX), this will be implemented on July 01, 2011….” More to follow.

    PROBLEMA NG BGY. LIGA HEAD, PART II: Aking ilalabas ngayon ang ilang bahagi ng sulat ni Caloocan City Vice Edgar Erice kung saan isiniwalat niya ang mga reklamo ukol sa kabiguan diumano ng mga namamahala sa lungsod na ibahagi sa ilang mga barangay sa Caloocan ang kanilang real property tax shares mula 2008 hanggang sa kasalukuyan.

    Pinuna ni Erice kung “papanong ito ay nangyari sa Caloocan City sa isyu pa naman sa pagkaka-antala ng `dugo ng buhay’ ng mga barangay, sa lungsod na pinanggalingan mismo ng Kgg. Ricojudge Echiverri, ang mabunying pangulo ng National Liga ng mga Barangay.” Sa marami, magdudulot ito ng suliranin sa muling paglaban ni Echiverri, anak ni Mayor Recom Echiverri, bilang pangulo ng Liga.

MGA BARANGAY SA CALOOCAN,  DI NABIGYAN NG TAX SHARES?  Ito ang ilang bahagi ng sulat ni Erice: “May mga reklamong nanggagaling sa iba’t ibang barangay sa buong lungsod na hindi ninyo ibinigay sa kanila ang bahagi nila sa nakolektang real property taxes (RPT) mula pa noong 2008…

    “Pilit kong ipapaalala sa inyo na sa ilalim ng Section 271 ng Local Government Code, karapatan ng barangay na tumanggap ng 50% sa 30% ng real property tax, kasama na ang interest doon… ako ay hihiling ng isang kompletong listahan ng mga barangay na ang bahagi sa RPT ay hindi pa nare-release hanggang ngayon, at ang halagang nakalaan sa kanila…”

    BSP, MAY BAGONG CHECK CLEARING RULES: Naririto po ang isang mahalagang balita sa mga may tseke sa mga bangko: umpisa sa Enero 24, 2011, ipatutupad na ng Bangko Sentral ng Pilipinas ang Circulars 681 at 705 na nagtatakda ng mga bagong alituntunin sa check clearing, ayon sa isang Internet posting ni Melcor Virata sa UP Sigma Rho Fraternity e-group.

Ang Internet posting ni Melcor: “Mga mahal na kliyente: Kayo po ay pinasasabihan na ang inyong mga bangko ay magpapatupad ng mga pagbabago sa pagpo-proseso ng inyong mga tseke, ayon na rin sa utos ng Bangko Sengral ng Pilipinas (BSP) sa Circular 681 at 705 umpisa sa Enero 24, 2011.

 “Naririto po ang ilang mga paalaala at mga tanong na madalas lumitaw ukol sa BSP Circulars 681 at 705: 1. Ano ang BSP Circulars 681 at 705? Ang BSP Circulars 681 at 705 ay kilala bilang `Revised Check Clearing and Settlement Processes’, at ito ay nagtatakda ng pagsosoli ng mga bangko ng mga tsekeng walang pondo bago mag-alas 7:30 ng umaga sa kasunod na araw ng bangko, matapos ang mga tseke ay maideposito o maipasok para sa clearing.

    “2. Kailan ipapatupad ang BSP Circulars 681 at 705? Itong mga sirkular na ito ay magkakabisa sa Enero 24, 2011. Para sa mga lugar na nasasakupan ng Regional Local Exchanges (RLX), ipapatupad ang mga ito sa Julio 01, 2011…” May kasunod pa po ito.
